A native Virginian and musician, Bailey joined the 3rd Ark in Richmond on March 17, 1862 as a bandmember. Bailey remained with the Regiment for every engagement and campaign that followed until the surrender of the Regiment at Appomattox Courthouse. Following his parole at Appomattox apparently remained in Virginia until 1888 when he appeared in Arkansas and took up residence. Applied for and received a veteran's pension from the State in 1917. In 1923 he moved into the Confederate Home in Little Rock for a year. In 1924 he left the home and is believed to have gone to Texas, but was never heard of again.
